Yes, some kind of bad command limit makes sense (and is easy to code) but
hacking around Microsoft brokenness, especially brokenness that even
Microsoft doesn't support any longer, is probably dumb.  Let's deal with
MIME when we throw off perl4.  I doubt mailers will still be using
nonstandard encodings by that time.
