I originally implemented this using Chip Salzenberg's deliver program
when a mailing list originating on uunet was getting floods of
duplicate messages caused when their sendmail program would crash in
the middle of a delivery then restart sending everything again. It
was one of the first things I added to majordomo when I started using
it about six months ago. While this type of thing isn't that common,
they do wreak havoc when they occur.
I agree that it doesn't address the vacation loops or some of the
other things that brain-dead mail programs do (as my mother used to
say ``there's no substitute for intelligence'' :-).

Government spending? I don't know what it's all about. I don't know
any more about this thing than an economist does, and, God knows, he
doesn't know much.
