The +confirm option of majordomo 1.94 attempts to prevent this, by
sending a key required for confirmation to THE ADDRESS TO BE SUBSCRIBED,
rather than the requester's address, and tells that user, "if you didn't
send the request, ignore this note."

This would be incorreect behavior for many sites.
