This makefile does not, it seems, change the perl script #! lines to point
to the perl binary as specified in the PERL makefile configuration
variable. This is because the install-scripts portion of the makefile does
not actually take the things it is installing from $(TMP), where the
converted perl scripts are.

Sounds like a bug :-(
