Ah, I see the point now.  My other reply had it backwards.

When the 'cure' is worse than the disease, people, something is wrong.  The
answer is, of course, that users behind those broken mail filters should
scream until their admins change their policies.  Majordomo should not have
to construct a separate message for each and every recipient just so that
the To: header can be faked.  The message was sent to the mailing list;
Majordomo should not go about changing it.
