I've seen at least one list manager that sends a separate message
addressed separately to each address on the list; that's a lot of
extra work (that is, load on the server), but would solve the problem.
Having the list address on the "To:" field makes an easy way for
the recipient to grab all the notes for that list and manage them
(e.g. move them automatically to a "folder"); the list I'm on
where messages are addressed individually is quite hard to manage,
since the "filter" tools available don't look at the headers where
list-related information might be stored.
Isn't the "BCC:" a valid address, and wouldn't that be considered
local? So those hosts are eliminating the possibility of one of
their members receiving BCC mail...
