This is too simple to be called "effective". It makes all BCC'd mail
impossible, and rejects almost all legitimate mailing list mail.
Rejecting a significant amount of wanted messages so as to catch the
spam is irresponsible.
I don't think Majordomo administrators need to accommodate this at all.
