This is typical of large mailing lists. Remember that when a message is
sent to a mailing list, it has to then be distributed to every subscriber,
and under many mail systems only one subscriber is tried at a time. With
a large list, there's a lot of work that has to be done before the people
near the bottom of the list of subscribers (generally newer subscribers)
are reached.

Immediately after those other people sent them? I'll bet you're getting
their posts delayed by several hours from when they *sent* their messages
too.

WebTV almost certainly meant the majordomo-owner address at the site
that's hosting those two mailing lists. Majordomo is a software package
for managing mailing lists, and it's run at a *lot* of different sites.
The list that you've reached is a list for working on the software itself,
and this is almost certainly not a problem with the software. If it's a
problem at all, it lies in the mail system of the host that's running the
mailing list.

If you look at the address of the mailing list and replace the local
portion (the portion before the @ sign) with "majordomo-owner" and send
mail to that address, you'll probably reach the person running that site's
Majordomo server. That's one address you can try, but actually the best
address to start with would be the owner of the list. Instructions on how
to contact that person should have been sent to you in the introductory
message you got when you subscribed to the list.
