Sending an attachment with a majordomo message

I did a FAQ search but could not find the answer to my specific 
problem.

A group owner is trying to send a message with an attachment to a
mail group.  However, the message bounces back to owner indicating
the message is too long.  How long is too long?  The actual message
is three small paragraphs; attachment, about 20 pages in length.

Any suggestions on how one might work around this problem or expand 
the Major in some fashion.
