The problem is that right now you don't need a migration tool; old config
files should be read and integrated automatically. (Not that I've tested
this extensively, but modulo bugs it should work.) But the farther things
diverge, the harder this gets.
In any case, all of this is immaterial until we hear that Chan is willing
to make a release.
