So the message comes in, three copies are made, one is sent to the filter,
one is sent to the archive and one is sent to the digest.  If the filter
doesn't bounce the message, it is sent through to the outgoing alias.  Note
that it is always sent to the digest.

You should probably read the NEWLIST file in the distribution, which gives
you a set of sample aliases to use that don't have this problem.  This
quote is expecially enlightening:

       # I put the digest and archive programs on the outgoing list so that
       # messages bounced by resend don't end up in the digest or archive
       # unless I send them through resend explicitly.
