Well, given assistance I could run one here.  The problem is that I don't
have time to evaluate a system and hack on it to get it to work.  Ages ago
I was trying to set up RUST to do it, but it just wasn't worth it.  (RUST
is pretty badly written.  Sadly enough it was it's modular design that
inspired me to rewrite Majordomo in the first place.)

That's what I was hoping others could help me with.  There's pts, gnats,
probably others.  Perforce has some kind of minimal support for this (you
can tie changes to problems).
