No, the failure case is the same as what happens any other time an illegal
address is seen: the user gets a response telling them that the address is
illegal and telling them how it is illegal.
I suppose I could find some way to bounce illegal addresses to the list
owner in some situations but I really don't see the utility. If the
address is illegal, it's illegal and approving the request won't do
anything other than attempt to put an illegal address into the list, which
isn't allowed. (I.e. even of the moderator approves it, the request still
wouldn't happen because the system simply won't let you add an illegal
address. I see this as a very good thing.)
