It would seem to me to be a waste to go and restructure and translate 1.94
when the development version already has the ability to serve out all of
the longer messages and many of the smaller messages in whatever language
the list owner desires.  (In other words, many of the messages are not
hardcoded and are instead changeable by the list owner.)

Not everything is done this way; most messages under three lines are in the
code instead of in separate files.  This can be taken care of.
