Internationalization of Majordomo

Jason,

One thing that should be allowed is a default language to be set on the
server-end. Namely, unless a language is specified by the user -- the
mj-owner could set French (for example) as the default.

Per list basis? Very few times mj ever responds because of a list request
(get, index, who, ??) -- I'm not sure if this is something worth coding at
this stage.
