This is a dangerous feature. We have to allow outs, for instance. What if
somebody gets subscribed to 100 lists - and that is the limit. Then
supposed they want to unsubscribe? But they're locked out...some commands
will ALWAYS have to be allowed (namely, unsubscribe).
