Perhaps your perl was not compiled to do setuid emulation?  I know Linux
will simply ignore setuid bits on scripts (which would explain the
behavior) and that perl must be compiled to emulate them.

The installer does tell you to sey 'yes' to the wrappers if you're not
sure.  Maybe I should add an 'expert' flag to Makefile.PL and default
the hard questions if it isn't present?
