Tickle the selection algorithm?

My experience says that it just forced digest generation. Essentially, a
message hadn't reached the size specified in the config file (40000 bytes,
we'll say) and the list-owner wanted it to generate anyhow. If somebody
only wanted it done manually, they would just set the number to something
really really high -- and cronjobs could've been used.
