I disagree. If we start translating commands, then

* the set of permissible commands chnges even between minor releases
  (as more languages are added)

* A Russian-speaking list-owner will have a hard time trying to help
  a German-speaking subscriber whose problem comes from misspelling
  his (German) Majordomo commands, etc.
