Success!  

The solution was twofold:

1.  Tighten up permissions on the pre-exsisting majordomo and lists
directories to match those specifed during install (umask 077 instead of
002).

2.  Reinstall without wrapper support (may be unrelated, I just tried it,
and it worked.)
