Then it seems that you have something that could generate some useful debug
output.

Lists just extracts some information from the configuration file of every
list in the domain.  Who only operates on one list.  Lists has no
interaction with the list databases although it does check the registration
database (to get all the lists the requesting user is a member of, if any
so advertise/noadvertise works).
