I'm not sure what the problem you're pointing to is. Is it that people can
do an EXPN remotely? 

For me, it wasn't working _with_ the comma. Majordomo thought it was
getting invoked for a different domain than the one it should have been -
the next in the alias file in fact. I sent it a command at foo.org, it
comes back with a response from bar.org. Since Majordomo internally
shouldn't know what domains it runs on except by the command line
argument, the screw-up had to be internal to sendmail. Taking out the
comma appears to have solved the problem.

System in question has sendmail 8.9.x.
