That depends. If the user is a list member, they can choose whether or not
they will be notified of stalled posts (along with various other events).
If the user is not a member, the nonmember_flags setting controls this.

Just use "deny" in place of "consult". You can also customize the message
that is sent. You can send out different messages in different
circumstances. You can consult the owner for some things and reject the
message for others.
